We believe that everyone has the right to live peacefully within their own home and community, irrespective of colour, race, religion, ethnic origin, disability, nationality, gender, or sexual orientation. 

We are committed to working with other statutory and voluntary agencies to agree effective measures to prevent anti-social behaviour (ASB) from occurring within our communities, to support vulnerable residents, to take firm and prompt action when anti social behaviour occurs and where necessary to rehabilitate perpetrators back within our communities.

We believe that tackling nuisance and anti-social behaviour is a key part of delivering safe environments, sustainable communities and improving the quality of life of our residents.

Anti-social behaviour is “Any act that has or is likely to cause harassment, alarm, damage or distress” and can take many forms including: Noise nuisance, aggressive and threatening behaviour/language, violence against people and/or property, graffiti and vandalism, hate behaviour against minority groups, use of property for any criminal, immoral or illegal purpose, domestic abuse including; litter and fly tipping, unkempt gardens, inconsiderate parking of cars/abandoned cars, neighbour disputes.

Harassment is "inappropriate and unwelcome behaviour that causes embarrassment, humiliation, offence or distress. It involves remarks, gestures, acts or omissions that can reasonably be described or perceived as objectionable."

We will take action against owner residents who undertake anti social behaviour and action against landlords who are unwilling or unable to stop anti-social behaviour of their tenants. Specifically: No loud music, TV, parties etc. after 11pm, no one living in the property that is not the owner's immediate family or tenant named on an AST, living areas to be vented to allow the escape of smells (cooking or other), no items to be left on the landings, stairs and corridors (it is a breach of the fire evacuation regulations), no banging on neighbours doors, no illegal drug usage, no 'sharps buckets' (ie: used needles) to be left in communal areas, no abusive behaviour (verbal or otherwise) to residents, visitors or contractors.

We also recognise that some perpetrators may themselves be vulnerable, disabled or suffering from an illness or condition. Landlords and Managing & Letting agents have a responsibility under the Disability Discrimination Act and will assist all parties in meeting their obligations in this area.

There are a number of steps you can take to help us, as well as yourself, when reporting anti-social behaviour:

  1. Contact your local authority (including police where applicable) to report the issue
  2. Keep a log of the issue and the occurrences of any incidents eg. a noise log containing times, dates and brief description of the issue - there are Excel and PDF templates below, though your local authority may provide you with their preferred format.
  3. Obtain a reference number from your local authority and pass this on to us for use with any communications
  4. DO NOT PUT YOURSELF AT RISK - if the situation escalates to a point where you feel threatened or unsafe then contact the police immediately. Only confront the issue if you feel able to do so without putting anyone at risk.

Our procedure is to contact the owner of the relevant apartment(s) and ask that they:

  • Contact their tenants if their apartment is tenanted and remind them of the conduct and behaviours they agreed to within their contract. This should be fully aligned with the lease.
  • Review the lease to ensure all residents abide by all lease conditions.

If problems persist, we can formally engage in a breach of lease process. Your safety is our priority so your personal details will be kept private at all times. Please note that an eviction decision can be a long and complicated legal process and while Rebloom will do everything we can to help, we may not have direct authority to act in this area.
